You may have luck by doing a Google search for cryptography websites. If you
are talking about flags, you may want to try a naval site or a semaphore
site.

Some people just create their own letter or number substitution clues, so
you may not find a distinct answer at any one website. Other symbol clues
reference a particular movie or "inside joke" or some such thing, so the key
is finding out what the reference is. Once you do that, all falls (somewhat)
into place.
